CLAD Second Language Requirement

The Cross Cultural Language and Academic Development (CLAD) emphasis and certificate programs adopted by the California Commission on Teacher Credentialing in 1993/94 provides a  teacher with the appropriate certification required to provide instructional services to English learner students.  The certification includes the authorization to provide instruction for English Language Development (ELD) and Specially Designed Academic Instruction delivered in English (SDAIE).  CLAD emphasis and certificate programs require a second language requirement be met prior to certification to serve English learners.  The former Commission policy required six semester units of a language other than English or an equivalent experience prior to CLAD certification.

As of October, 2002, the Student Services Center, in the College of Education was notified of a change in Commission policy.  Effective immediately, individuals who hold a bachelor’s degree from a regionally accredited college or university are deemed to satisfy the second language requirement for the CLAD certificate and the CLAD emphasis.  This means that it is no longer necessary for teachers and teacher candidates with a bachelor’s degree to complete additional second language courses in order to qualify for CLAD certification.

Under the former Commission second language policy, credential candidates who completed a CLAD emphasis credential program were recommended for a non-emphasis credential because they had not yet met the second language requirement.  All individuals who received their document without the CLAD emphasis based on this policy are eligible to submit an application and $55.00 money order to Cal State San Marcos, College of Education, Student Services Center.  However, the application must be received prior to July 1, 2003 to add the CLAD emphasis authorization to their credential.  Call our center at (760) 7504277 immediately to request an application.
